Lucknow: A Lucknow bench of the Allahabad high court has sought detailed records regarding the process adopted for framing the UP X-ray Technicians Service Rules, 2024, and directed a senior officer of the personnel department, not below the rank of special secretary, to appear before it with the relevant documents on May 13.A bench of Justice Karunesh Singh Pawar passed the order on a petition filed by Diwakar Singh. During the hearing, joint director in the medical health and services department, Sunil Kumar Verma, appeared before the court.Based on the records produced, the state counsel told the court that a decision was taken on May 10, 2020 in compliance with a 2019 court order and that the rules were framed accordingly.However, the court observed that the officer present was not fully aware of the process followed in framing the rules. Neither the officer nor the state counsel could satisfactorily explain the procedure adopted while formulating the rules.The court granted two more days to produce the remaining records and directed that a responsible officer of the personnel department appear personally with the complete files. It also asked the parties to address arguments on the maintainability of the petition on the next date.
