LUCKNOW: The National Human Rights Commission (NHRC) has issued notices to the district magistrate and commissioner of police, Lucknow, directing them to submit an action taken report within two weeks over the tragic fire that broke out in a multi storey commercial building in Aliganj on June 22, that killed 15.The Commission took cognisance of a complaint alleging serious lapses in fire safety and building compliance that reportedly led to the deaths of several students and injuries to many others.According to the complaint, the building housed a library, animation studio and other commercial establishments. Students were allegedly trapped inside due to thick smoke, while some reportedly jumped from the building in an attempt to save themselves. The complaint raised concerns over possible violations of fire safety norms, inadequate emergency exits and evacuation systems, and regulatory negligence in ensuring a safe environment for students.Observing that the allegations prima facie indicated violations of the human rights of the victims, an NHRC bench presided over by member Priyank Kanoongo ordered an inquiry into the matter.The Commission directed the Lucknow administration to investigate the allegations and submit its findings within the stipulated period.The NHRC has also directed the Uttar Pradesh chief secretary (CS) to ensure strict implementation of the Guidelines for Regulation of Coaching Centres, 2024, issued by the Department of Higher Education, Ministry of Education, Govt of India.The CS has been asked to submit a separate report detailing the enforcement measures undertaken to ensure compliance with the guidelines across the state.
