India’s new labour codes, with draft central rules released in December 2025, have been presented as a reform with transformative potential. The Economic Survey 2025-26 makes an optimistic case: these codes are expected to increase formalisation from 60.4% to 75.5%, generate 77 lakh jobs, reduce unemployment, boost female labour force participation and contribute 1.25% to GDP by 2029-30.
