Lucknow: In a relief to investors seeking govt approvals in Uttar Pradesh whose applications get delayed, the state govt is planning to introduce an auto-appeal mechanism.This system will automatically escalate pending cases to the designated appellate authority if departments fail to provide services within the prescribed timeline.The proposal is among the key reforms under Deregulation 2.0, a 23-point action plan prepared by Invest UP to simplify regulatory processes and improve ease of doing business in the state.“Under the proposed system, applications that remain pending beyond the notified service delivery period will be automatically transferred to the appellate authority, eliminating the need for applicants to initiate the appeal process themselves,” industries minister Nand Gopal Gupta Nandi said on Wednesday.“The mechanism is proposed to be integrated with the upcoming Nivesh Mitra 3.0 platform, with July 31 set as the target for implementation,” he said.Officials said that the reform draws from Haryana’s auto-appeal model, where appeals are generated automatically if departments fail to deliver notified services within the stipulated time.Invest UP has also proposed creating a single digital repository of all state Acts, rules, regulations, govt orders, policies, notifications and circulars.The proposed platform, to be known as Shasanadesh UP, will allow investors to access regulatory information from one portal instead of navigating multiple departmental websites.The repository will include searchable, tagged documents to enable quicker access to applicable laws and policy provisions.Officials said the 23 proposed reforms are aimed at making the approval process more transparent and time-bound for industrial projects.The state has also examined Bihar’s exercise to review and repeal outdated laws and Telangana’s TG-bPASS system for streamlining building approvals while preparing the reform package.
