Lucknow: Kushinagar police have on Tuesday registered an FIR against 11 named accused and around 30 unidentified persons for allegedly running an organised racket involving forgery and manipulation of govt land records to illegally transfer gram sabha land into private names.The case has been registered at Vishunpura police station on the complaint of Tamkuhiraj tehsildar Mahesh Kumar, under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023.According to the FIR, the action follows a complaint submitted by Shiv Shankar Kushwaha, a resident of Padraun Madurahi village, alleging that Rajkumar Shukla, a resident of Basgaon village, forged consolidation (chakbandi) records and fabricated official revenue documents to facilitate the illegal mutation of govt land in favour of himself and his associates.The named accused include Rajkumar Shukla, Murtaza, Shanti Devi, Inder Kishore, Jhagru, Leelawati, Sunita, Madesar, Rita, the operator of Tipu Information Centre at Dudahi, whose identity is yet to be established, and 30 other unidentified persons.The FIR further alleges that discrepancies were also found in land records relating to Dhokaraha and Naugawan villages, where two sets of khataunis (land records) sent by the tehsil to the consolidation department contained different entries.Investigators have also cited audio recordings in which one person allegedly admitted that forged entries were made in the revenue records at the behest of Rajkumar Shukla. In another purported audio clip, Shukla is allegedly heard threatening an office operator with assault if fake entries were not uploaded into the land records, while also claiming that no action could be taken against him.On Jul 19, 2026, the district magistrate conducted an inspection at Tipu Information Centre in Dudahi. During the inspection, officials allegedly seized several suspicious digital copies of khataunis from the centre’s computers. Police have launched an investigation.
