Lucknow: Outlining the administration’s responsibility to implement the vision of govt of the day on ground, chief minister Yogi Adityanath on Friday said UP’s bureaucracy was no longer suffering from policy paralysis and could play a crucial role in achieving the goal of Viksit Uttar Pradesh.Speaking at the inauguration of the new campus of the Dr Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management in Lucknow, the CM said: “UP will become the foundation of Viksit Bharat, and for this, every village, town and ward in the state must be made self-reliant. Political leadership can only provide the vision, but the administrative machinery possesses the full strength to implement it on the ground. Therefore, training, capacity building and a positive work culture are extremely important.”Expressing hope that the academy would be developed as a leading school of public leadership in the country, the CM said that its role in realising the concept of knowledge to development, development to public trust, and public trust to nation building would be strengthened because of its facilities and modern infrastructure. The institute, he said, would provide a platform to administrative officers for continuous learn, and technology-based good governance to ensure sensitive administration and embrace innovation.“Good results cannot be achieved with the mindset of walking alone or weakening the team. Teamwork, positive thinking and innovation are the foundation of success. UP’s development journey over the past nine years speaks for itself. Administrative officers are the most important bridge between govt and the people. If this bridge is strong, the benefits of govt schemes will reach the last person, and public perception will also remain positive,” he said.Referring to the period before BJP came to office in 2017, the CM said that UP had acquired an extremely negative image. And it was not only the administrative officers but also the political leadership that was responsible for this, he said.Since then, Yogi said, UP has created a new identity for itself. The state has set new benchmarks in the fields of security, good governance, crowd management, technology-based reforms and administrative functioning. It was no longer a BIMARU state but has remained a revenue surplus state continuously for the past six years. UP was consistently ranking either first or second in the effective implementation of Govt of India schemes, he said.“Under PM Narendra Modi’s Mission Karmayogi, UP was earlier far behind in capacity building on the iGOT platform. However, due to the efforts of administrative officers and employees, it now ranks first in the country. This is proof of the efficiency of our administrative system,” the CM said.He spoke about the Viksit Bharat-Viksit UP campaign which was conducted across the state last year. Discussions were held from the Legislature to village chaupals, facilitated by around 300 senior administrative officers, academicians and former officers, who interacted with various sections of society. More than 98 lakh suggestions were received on the state govt’s portal, on the basis of which the Vision Document was prepared.Describing the benefits of the use of technology, the CM mentioned the food distribution system where the implementation of e-POS machines had ended corruption in ration distribution. “Sugarcane farmers earlier had to face problems such as black marketing and under-weighing. Now, all information is available on mobile phones. With the implementation of the DBT system, pension and the benefits of other schemes are being transferred directly into the beneficiaries’ bank accounts, and the role of middlemen has come to an end,” he said.
