Lucknow: UP is targeting a 10% share of all new global capability centres (GCCs) coming up in India as it looks to position itself as the country’s next major hub for technology, innovation and high-value jobs.Announcing the roadmap at the GCC Summit 2026 in Noida on Monday, principal secretary, IT and electronics, Alok Kumar said the state was strengthening its policy framework, digital infrastructure and talent ecosystem to attract multinational companies setting up GCCs.“GCCs are no longer limited to back-office operations. They have evolved into global centres for artificial intelligence, engineering, research and development, product innovation and enterprise decision-making,” Kumar said.As part of the strategy, the state will set up a high-level GCC advisory board comprising representatives from the govt, industry, academia, Invest UP and development authorities. The board will facilitate policy reforms, improve coordination among departments and help speed up investment decisions. The govt also plans to further refine its IT and ITeS policy, expand data centre infrastructure, establish deep tech hubs and U-hubs, and strengthen industry-oriented skill development programmes to create a favourable ecosystem for GCCs.While Noida and Greater Noida are expected to remain the state’s primary GCC destinations, the govt said it also intends to promote cities including Lucknow, Varanasi, Agra, Prayagraj and Bundelkhand as future locations for such facilities.Kumar said UP’s combination of policy support, infrastructure and skilled workforce would enable global enterprises to expand operations in the state while creating high-quality employment opportunities. The push is part of the state’s broader strategy to attract technology-led investments and support its goal of becoming a one-trillion-dollar economy.
