LUCKNOW: The Uttar Pradesh Rajya Vidyut Upbhokta Parishad has urged the state government and chief minister Yogi Adityanath to appoint separate officers as Chairman of Uttar Pradesh Power Corporation Limited (UPPCL) and additional chief secretary (Energy), alleging that holding both positions by a single officer creates a conflict of interest and undermines transparency in the power sector.UPRVUP Chairman and State Advisory Committee member Avadhesh Kumar Verma said the demand is backed by observations made by the Uttar Pradesh Electricity Regulatory Commission (UPERC) in its April 2026 tariff order relating to the Uttar Pradesh State Load Dispatch Centre (UPSLDC).Referring to objections raised by the consumer body, the Commission noted that the Managing Director of Uttar Pradesh Power Transmission Corporation was also functioning as the Managing Director of UPSLDC, raising concerns over transparency and institutional independence.In its order, UPERC stressed that the functional independence of UPSLDC is essential for maintaining transparency, neutrality, and efficiency in grid operations. The Commission further directed that UPSLDC should have an independent Managing Director to ensure decision-making remains free from conflicts of interest and to strengthen accountability.Verma said the same principle should apply at the highest level of the state’s power administration. He argued that when the UPPCL Chairman and ACS (Energy) are the same person, complaints against decisions of the Power Corporation cannot be examined independently at the government level.The consumer body also cited issues such as the continued recovery of a disputed fuel surcharge, delays in recruitment in power utilities, and policy disputes over power distribution privatisation as examples requiring independent scrutiny.
